Queensbury mystery raptor

    Bird approx 1 mile away. Raptor bottom right
                Raptor top left,  long slim tail, long elbowed wings
                                       Raptor bottom left
                                         Centre, long drooping wings

                          Zoomed right in, white patches under wings
                                 Longish neck
                        Slow long wing beats

Looking from the garage car park this morning at the large flocks of Woodpigeons heading >S I saw in the distance 5 birds very high and about a good mile away acting strangely. With no optics I could make out a larger bird which was obviously a raptor being mobbed with corvids.
The group was drifting east away from me but moving slowly sometimes circling.
My first thought was a Buzzard but as I got it in the camera I thought this aint no Buzzard.

The bird had long drooping wings sharply elbowed with a full slow wing beat and a long slim tail.
White patches stood out on the underside of the wings and the neck and head looked long.
